While the testing of radar chaff systems to confound the enemy with 'ghost signals' all the way back to the 1950s is an interesting theory, I would doubt any government agency would be as callous as to conduct such a test right in the heart of the US nation; which eventually led to the Robertson panel's conclusion that UFOs' true danger came from creating paranoia rather than any actual danger from alien hostilities.
Why not imagine the Soviets were the ones behind such shenanigans?
I mean it is certainly a possibility, The U.S. government, however, has been and would be that callous. If anything, UFO panics are rather tame compared to other clandestine testing done on the U.S. populace at the time.
The Robertson Panel was correct, but I think it is often unsaid that that same paranoia could be utilized domestically for all sorts of military ends, specifically during the Cold War and the current attempts to reignite it. The Soviets could certainly be responsible for some of it, but we have less substantive evidence for that--especially when comparing physical testing such as that examined in the article with information warfare.
One of your best yet! 🔥🔥

Terrific piece, thank you. BTW: "As The New York Times—these days not really known for level-headed UFO coverage," oh BURN >lmao<
So good Tanner. Excellent research, writing and entertaining as hell to boot. Cheers
